I am specifically referring to shutting down or restarting from the login screen after logging out from your session first or not having logged into a session yet. The buttons to directly shutdown or reboot from inside a live session work ok (except when plasmashell has become unstable). Could be 13.2 specific, I suppose. Not sure what would account for the difference though.
