Dude... you have not selected "Show date" in the clock settings, so of course you cannot choose the displayed date format.
Given that the ONLY place in Plasma UI providing an option to select iso date format is in digital clock settings http://fm.no-ip.com/SS/KDE/sysdateNOTiso.jpg it is NOT unambiguous that one must wish to have the date displayed in the panel clock in order to be presented with any option anywhere to choose to have dates displayed globally in iso format. Clearly in Plasma >v4 Americans in the USA have no forthright, if any at all, option to choose the worldwide standard date format as the only date format to display, without fubaring other objects.
