Hmm. Which directory is this supposed to be in? I don't have it in
/etc/X11/xorg.conf.d
For upstream purposes that's actually an optional directory. openSUSE includes it by default. If you examine its contents you should find a lot of what it contains is comments. If 20-intel.conf isn't there, it was never needed.
