[opensuse-kde] kid3 package

I suggest to move kid3 [1] from KDE:Extra to KDF and set it devel package for Factory. Kid3 has two versions: KDE and Qt-only. Currently there are kid3 in Extra and kid3-qt in multimedia:apps (devel for Factory, no updates for long time). It's possible to generate all versions from one spec file.
