[opensuse-kde] KDE:Extra Repository

Hello Mates, i have some Questions about that Repository. 1.) I have 3 Packages (assuma, skrooge and kpassgen). Have i full control in this package? So i can use osc co and ci, or must i use submitrequest? 2.) I've seen that the publish is diabled. Can i enable this?
