Make sure that you have the corresponding xxx-lang packages installed (they are only recommended), plasma5-workspace-lang and plasma5-desktop-lang in particular, but also systemsettings5-lang, kwin5-lang and so on. And the frameworks have their own translation packages too, libKF5xxx-lang. And for the KDE applications, you need kde-l10n-nl. If in doubt what you're missing, maybe specify a specific message that's untranslated. I suppose a "zypper inr" (install all recommended packages) should install all of them. For the menu entries, device actions, and service menus, an openSUSE-specific patch is still missing in KF5 that reads those translations from desktop- translations.
