Yes, this is from upstream, and I'm not happy with either, but this was the decision made by some core developers: kdelibs for 4.8.0 is frozen, so technically KDE 4.8 will be based on kdelibs 4.7.x, meaning this is what it reports in the about dialog and trough kde4-config.
