Is everything else missing for anyone/everyone else? In 11.4's KDE3, there are 18 line items ending with XServer.
YaST2 SW shows installed kdebase3-SuSE and kdelibs3 searching for kcmshell, and installed kdebase3-workspace, openSUSE-release & susehelp searching for kinfocenter. Both searches produce same results as 13.1.
Both kcmshell memory and kcmshell xserver work, so missing kcm modules doesn't seem to be the problem.
11.4 has kde3-kio_sysinfo installed that 13.1's zypper cannot locate. Is this rpm now included in some uninstalled optional package, missing or renamed?

The individual applets are listed in the app starter under system->configuration, so why not in the Infocenter app itself?
