I just reinstalled KDE3 on my Leap 42.2 system, and found that kwallet is missing. searching the KDE3 repository shows no sign of it.

Have you installed kdeutils3? https://build.opensuse.org/package/show/KDE:KDE3/kdeutils3
It works well on my KDE3 with openSUSE Leap 42.2.
$ rpm -qf /opt/kde3/bin/kwalletmanager kdeutils3-3.5.10-121.5.x86_64

I see the kwalletmanager window (first attached snapshot). When I click on the kwallet icon in that window I see the kwallet window (second snapshot), and a password request window (third snapshot). When I enter the wallet password and click Open I see an error window (fourth snapshot).
Then what happens when you run

In light of the above referenced error message, I renamed my old wallet file and created a new one. Now I'm back in business. Fortunately, the only key I keep in it is for kmail. Thanks for your help in diagnosing this.

Do you have the pinentry-gtk (or pinentry-qt4) package installed? That may be your issue if you have neither.
