Why is this rebuilt every time kdebase3 is rebuilt?

It is part of kdebase3 package.

Obviously, by looking at the versions, but why? When was the last time there was any actual change in the actual fonts? Lately there have been complaints about resources devoted to building KDE3, and this looks like a perfect exemplification of the basis of the complaint.

Because it is part of the kdebase3 source tarball and we build all the shipped components, not just some parts. Building this sub-package does not take excess time except for copying the files.
