Geez Yamaban, Sorry you are in a grumpy ranty mood. But that is not the problem. Hal IS installled. Just not behaving properlty. Doesn't come up with the media notifier/menu. Quite a while ago I complained of this problem and Ilya adviserd to stop and restart hal service (I think it was) which I did and had no effect.
