I don't know any more than is stated in the kdeutils3.spec I've had this running on my laptop without any problems for as long as I can remember.

Yes, I recall that part of kdeutils. In addition to the batter meter, it also tried to manage the function keys for volume, brightness, etc... Then I recall separate vendor packages for HP, Acer, etc.. coming and going. No telling, likely when the vendor specific packages came along, they commented out the generic. Wouldn't be the first nutty call I've seen made.
