This message repeats after long delay after initiating reboot, getting tired of waiting, then holding down CAD. Reboot should reboot, not diddle around waiting on systemd to do unnecessary things. System state was multiuser, not graphical. Shutdown and reboot commands in kdmrc are correctly set to use shutdown, and not halt or reboot.
