I created a new user, and the problem does not occur for that user, so it must be corruption in one of my kde configuration files. But which? Nothing looks odd in .kde/share/config/kwinrc which would seem the most likely candidate. Any ideas?

Well, the response has not been overwhelming, but I've figured it out, and will post for future reference. This problem can be, and in my case was, due to a bad .kde/share/config/kwinrulesrc. You can mess this up by being careless in the Window-Specific Settings dialog. If you screw up the default settings, you get this kind of problem. The fix is simple - delete this file and let kde rebuild it. You have to delete it when your kde session is not running, or the corrupt version gets automatically regenerated. Ian
