I think you found a bug, possibly a not installed package that should be required, or a should be built package that isn't building. I just removed Plasma from a TW installation, updated, then installed KDE3 according to what's installed on this properly functioning 42.1 system. I can't get any response at all from right clicking on the KDE3 desktop, and can't find any way to successfully replace the black desktop with a wallpaper.
I checked 10 TW/KDE3 installations total to confirm this. All six 32 bit failed. Three 64 bit failed. One 64 bit worked. I compared installed kde3 package lists between the working one and another 64 bit, then did: zypper -v in bundle-lang-kde-en kde3-kcm_gtk kdebase3-SuSE kdebase-SuSE-branding-openSUSE kdebase3-SuSE-lang yast2-printer yast2-sound on a 64 that failed. Now it works too. Next up was try package by package with another failing 64 bit installation, to find the responsible package. It still doesn't work, even after rebooting.
