[heroes] dnsmasq on every server or ?

As a sidenote: dnsmasq on the forums VM was down for two days (which stopped delivery of forums notification mails), I restarted it yesterday. Ah, I see. I thought it was looking like a general thing - local cacheing, then anna/elsa, then quad9 / google / cloudflare ?
