On http://download.opensuse.org/, can the default be changed to list all?

If I am not mistaken, the whole reasoning for that change was to shorten the access time - listing everything just takes too long.

It is tricky to find balance here, which will suit everyone. The current idea is that everyone will be able to choose own preference and (after logging in) will see a personalized page. I must admit I didn't know for sure, so I've tried "^.im-" in https://download.opensuse.org/distribution/leap/15.4/repo/oss/x86_64/ and it looks working properly. It may have tricky issues searching for numbers, because it will show matches in size and probably mtime columns - something to tune.
