Maybe the overview at http://lists.opensuse.org/ can give you an idea for a better mailing list where you can get an answer. Only two there contain the string "bug", opensuse-factory and opensuse-bugs. Neither of their descriptions describe a better place than "infrastructure of openSUSE" for altering the way BZ works.
