I think they are mostly used by tumbleweed-cli for remaining on a previous stable snapshot a bit longer - or even reverting packages to it. That allows bisecting what/when introduced an issue. So it will mostly be zypper doing the access via libcurl. For openSUSE reproducible builds I recently found another use case: to verify that a build result is correct, I needed older libs and tools than what is current in Factory.
