Puh! From my memory: in /etc/cron.d/mirrorstuff you should find some jobs with owner 'mirror'. This user has some scripts in /home/mirror/bin/ - and there is a script that tries to keep the latest 3 days of packages for a given distro. To me it looked like in former times there was a symlink to the latest config (which has the number in the name, like config15.1.conf), but this symlink seems to got lost - so the script exited all times once openSUSE switched to 15.2 development. Now the script is executed with the real config (something with 15.2) as option.

I'm sorry that I have no more info at the moment: all the (overlay) bind mounts, hundreds of rsync modules (at least it feels like hundreds ;-), scripts all over the place triggered by cron or other scripts or service files or...
Yeah ... welcome to pontifex. Wrt rsync modules, I am working on those.
FYI: I'm still working on: * bringing all machines into a maintained state * update services, where possible * helping others with their ideas (at least partly by providing machines) * separate openSUSE (DNS: nearly done, Mail: next)
I'll be happy to help with mail, but I need to finish the forums migration and my mirror cleanup.
Once the tasks above are done (hopefully around April), I can help you with cleaning up the download infrastructure stuff - if this is wanted.
