The gateway needs to be enabled in "port.sys" for every port allowed. (gateway to this port).
Talks to sysop can be enabled/disabled from "cron.sys". I think the default cron.sys switches talks off. Also check this file for "gate" entry's, you can swich-off the gateway on certain hours of the day in this file, maybe that's your problem when it is enabled in port.sys.
