Please consider that 11.4 is currently the basis of the Evergreen project.
The goal of evergreen is 'long term security and stability maintenance', not version upgrades... as such, the usage of 'all up-to-date repositories like GNOME:Apps clearly contradicts the usage. A user that wants all up-to-date does not really have the largest need for Evergreen; he will more likely end up on Tumbleweed.
