I'd say it came out of a wish to preserve the GNOME 2 experience using GNOME components to do it, kind of like 'if GNOME 3 didn't have the Shell', although the latter part of the roadmap seems to be heading more into personal vision territory, with enforced minimal applets etc., something GNOME never did in 2. Still, wait and see what happens I suppose. I can see it appealing to some people who don't like GNOME 3 but don't want to go to XFCE or KDE or whatever else they might find.
