1) Have the 2.16 in /usr packages now been moved to GNOME:STABLE?
No, they won't be moved to /usr, they will be updated to 2.16.3 by Joe H.
2) Wasn't the idea to test the move to 2.1[78] in GNOME:UNSTABLE first?
This is proving to be problematic because syncing G:U -> Factory is still harder than syncing Factory -> G:U.
