Hrm, I'm not sure I like the idea of adding old packages to G:F. But maybe that's just me (and because this would mean I'd need to work a bit to update the osc gnome stack ;-)).
Maybe it would make sense to use a different repository, with most packages just linked to those in G:F, but with some additional patches (to make things build) and/or with some extra deps. But I'd rather avoid this; better to put just the deps in a different repo.
Would this be something that we could do?

I think it makes sense to have something like this. We had GNOME:STABLE in the past. Does anyone have experience with that?
A few people used it, but I don't think they were very happy with the results, because nobody gave it the attention it needed to be viable. If we can get a commitment from somebody to pay attention to the GNOME:Factory packages on older distros, I'm all for it, but I don't want to set up expectations that we can't meet.
