[opensuse-gnome] Bug plan, almost version 1.0

Hi, everyone! I've been working on our wiki page that describes the bug plan for GNOME and other desktop-ish things: http://en.opensuse.org/GNOME/Bugs The meat of the page starts in the "Policy for bug triaging" section. Before that, there are the actual links to the bug lists which we will use in daily work --- they appear first in the page for that reason. I think the bug policy is pretty much good to go, but of course I'd love to hear your comments and suggestions.
