That does not sound intentional at all, no.. and the openQA tests show that they have a valid background set.
What does gsettings get org.gnome.desktop.background picture-uri
give you?
the default value is: file:///usr/share/wallpapers/openSUSE-default.xml
You can try to reset the value using: gsettings reset org.gnome.desktop.background picture-uri
