Please consider that 11.4 is currently the basis of the Evergreen project.
The goal of evergreen is 'long term security and stability maintenance', not version upgrades... as such, the usage of 'all up-to-date repositories like GNOME:Apps clearly contradicts the usage.
There is a difference between providing updates and keeping packages that were provided during the normal life of the distribution.
