[openFATE 306343] 'Pkgstars' to reward contributors

When a broken build module is fixed, the person responsible for the commit that fixed the build is awarded a 'dashstar', and an IRC bot advertises this in the developer channel with a message such as "JohnDoe fixed kdelibs (64 dashstars)" so the community sees their contribution. In addition, contributors can query their dashstar totals.
