[New: openFATE 312931] Make access to discussions 'public' by default

Part of that is due to the lack of email notifications (see other request) but it is also because the feed function doesn't work for 90% of the discussions because 'access' is 'logged in users' by default which means they don't show up in the feed! Setting the default access of (group) discussions to public would make the feed function infinitely more useful. Test Case: Start a new discussion. Is the "access" on "Public"? Then it's done! Use Case: If you want to actually USE connect it's nice to not manually have to check all discussions for new comments all the time. Business case (Partner benefit): openSUSE.org: We want people to engage each other more on connect. Right now, connect is one of those "80% there" things which just isn't enough.
