My company has adopted it as a note taking standard for internal projects. It is part of the Microsoft Office suite. Until a linux/opensuse/libreoffice/kde solution is provided, I have to rdesktop into a Windows machine to work with OneNote files. Note that I need a tool that allows collaboration with MS OneNote users, not a new tool that offers OneNote like functionality, but not OneNote on disk compatibility. That is OneNote is in part a collaboration tool that allows multiple simultaneous users to open a notebook.
