Many use English as "desktop" language and this forces the regional settings to be us/en format in KDE and Gnome. Regional settings have to be manually changed after the installation so that for example the clock will display 24 hour format instead of 12PM/AM format for all users. -- openSUSE Feature: https://features.opensuse.org/308349
