There is a nice utility called w_scan: http://wirbel.htpc-forum.de/w_scan/index2.html which performs a raw scan of all frequencies supported by the DVB adapter looking for valid digital mux. This utility generates as output various formats that can be used directly by DVB programs or as initial tuning data for (dvb)scan utility.
