[New: openFATE 323215] Remove binutils dependency from

For JeOS, CaaSP and similar minimal installations, the customer requirements are "less than 500MB". binutils is already 36MB and most of it is not needed on a normal server installation. Business case (Partner benefit): openSUSE.org: More and more partners and customers require a minimal Host OS less than 500MB, currently we are at 800MB, so removing binutils would make already 10%.
