[New: openFATE 310870] Add WEEKLY_TIME for weekly crons

On production servers being used by several users, these scripts have to be started at non working hours. In /etc/sysconfig/cron we already have a variable called DAILY_TIME which controls at what time the scripts in /etc/cron.daily are being started by /usr/lib/cron/run-crons .
