[New: openFATE 318382] Accept skychart into Education and possibly into the main Distribution

It would be desirable to have rpm packages of this on openSUSE, especially seening that it is written as portable as it needs to be, and can simply be built as rpm packages using fpc and lazarus, the same framework that is used for the windows version. I have already created rpm packages in home:lemmy04:skychart that could just be linked into Education: with the additional requirement that Education: would need to have languages:devel:pascal as additional repository during builds. -- openSUSE Feature: https://features.opensuse.org/318382
