[New: openFATE 311010] printer-enabled indicator

When it is not activated and with browser print-page is done there is no indication the printer is not-configured to print. no popup screen or other warning. hplip hp-printing software also has no indication and may use very high cpu even then. some indicator would be nice when trying to print to a configured printer but not set enabled to print yet. also the 11.4 upgrades with 'zypper up' often turn off the printer somehow. -- openSUSE Feature: https://features.opensuse.org/311010
