[New: openFATE 321730] Yast2: add battery option for cron-update

Now it makes sense though for certain cron jobs to only run on battery. For example, for /etc/cron.weekly/opensuse.org-online_update How about letting the user decide if it runs on battery as well by a check box in the YaST2 software management module? In any event, OpenSUSE should ship with on_ac_power by default, so that this check does not depend on the particular user installation.
