[New: openFATE 320744] requests should have titles

Probably by now everyone is used to this, but imagine how much less convenient it would be if github pull requests did not have titles; that thought experiment should make it clear how much OBS requests could benefit from titles. Use Case: As a developer, I receive a bunch of submitreqs to my email inbox and want to be able to quickly get a sense of what each one is about, without having to read a diff. Business case (Partner benefit): openSUSE.org: I really hope this is very obvious.
