[New: openFATE 308973] Tool to do on-line "ext3" filesystem extension

Have always wonder, why this tool was never added to "openSUSE/SLEx"... Business case (Partner benefit): openSUSE.org: Especially when using file systems under LVM control, the benefit of being able to do on-line extension of a mounted file system increases the usefulness of e.g. server, while not being forced to take the applications down during the file system extension. -- openSUSE Feature: https://features.opensuse.org/308973
