You can set a background image by clicking on the button below the preview. Either you select a background image (then it will set background=xxx accordingly and use type=image) or not (then type=color will be saved). Apparently there's no way to actually choose a background color though, should you want to. IOW: "type=color" means "use a plain background, in the color set with color=xxx", and "type=image" means to "use the configured wallpaper that's set by background=xxx". Options in theme.conf.user override the ones in theme.conf (which is shipped by the theme and contains the theme's defaults), i.e. both files are "combined" with preference to theme.conf.user.
By the way, this issue will probably also hit Leap 15, right?

PS, unrelated to sddm's new config locations: Apparently the KCM doesn't read the theme's theme.conf either, so it will always write "type=color" to theme.conf.user unless you explicitly set a wallpaper. There's definitely room for improvement there... ;-) It probably shouldn't write theme.user.conf at all unless you really change the background. Sure it does. It writes it to the corresponding theme's folder though of course, and *not* /usr/share/sddm/themes/breeze-openSUSE/... ;-) And even worse, apparently it doesn't read user.theme.conf either. At least it doesn't display a configured wallpaper on the button if you enter it again, and it overwrites the existing one by itself with "type=color", if you don't explicitly set a wallpaper again each time you change some setting. At least that's what I noticed here now in a quick test. Ok, at least this doesn't seem to be true. It didn't touch the file at all now when I tried to change a different setting again. Not sure what I did exactly previously when I got that impression. But as I said, there's definitely still room for improvement in the KCM...
