[opensuse-factory] "latest" ca-certs from a year ago can't be installed on 13.2?

Is this correct? Looking in the latest tumbleweed snap for 20161108, I see ca-certificates-2+git20151110.c15593c-1.2.noarch.rpm as a new cert package -- but it won't install on 13.2. Why do I need p11-kit-tools to be updated to install updated certs? Also, where would be certs for the past year? (if the date on the rpm-name is to be believed, it wouldn't have any root-certs generated in the last year. Given all the cert problems in the past year, I'd think it would be important to update these.
