[opensuse-factory] New package qutIM

Hello! I want to add and maintain new package qutim in factory. qutIM is module-based multiprotocol instant messenger, based on Nokia Qt. qutim requires package libjreen: https://build.opensuse.org/package/show?package=libjreen&project=openSUSE%3A.... But there is only 1.0.5 version of this package. I'm confused how to add qutim in factory. I've successfully add qutim to devel:openSUSE:Factory, but it's not a best devel project for instant messenger. Then I sent a submit request to KDE:Distro:Factory, but received this: "Please submit to KDE:Extra instead, thanks!" Okay. For now I've successfuly add qutim to KDE:Extra, but it is not valid devel project for openSUSE:Factory! I don't understand, why qutim cannot be added to KDE:Distro:Factory. For example, package tomahawk https://build.opensuse.org/package/show?package=tomahawk&project=KDE%3ADistr... is already there.
