I guess as nobody objected you should submit it but that's not my call ;-)

I do want to ask if you have it build somewhere already, I'd love to test it out. Not that laptop-mode-tools doesn't work for me but it's a bit of a pita to configure. I think it or tuned needs a simple ui or at least a more sane configuration file ;-)
