If you look at the SR then you could see that OBS already sent review reminders to max@suse.com. But maybe this is outdated information. I can't tell because I'm not a SUSE insider. Please, dump the 'SUSE insider' nonsense. Max is a human being and an openSUSE contributor. I would recommend that it is better for you, also a human being and contributor, to email your fellow contributor before attempting to shame them in a public community mailinglist. The fact you now claim you knew that Max was the maintainer before you started this thread makes the creation of this thread indefensible in my eyes. Given the amount of emails some people receive from obs its not uncommon for some of these emails to get missed so emailing the maintainer directly is always a good starting point (they may have different filters set up for direct emails).
