KDE5 dumps its own settings in the root of ~/.config/, not ~/.kde4/share/config/ or a possibly sensible ~/.config/ksomethingorother/. :-p
This was helpful. I didn't solve my issue but at least I am looking in the right place now I think. Screen saving and screen loving are off in ~.config/powermanagementprofilesrc I've given up on the X11 conf method. I have a script running to turn DPMS off when KDE Plasma starts instead. The question is this. What is "listening" to the video output and blanking the screen when senses that the device that the video is outputting is switched away? It's a KDE Plasma thing. I can do a CRTL-ALT-F1 and get a console and log in after I return to the Tumbleweed system with my KVM switch. I have video there on CRTL-ALT-F1. KDE Plasma is cutting the video on the KDE screen. Whatever manages this behaviour is what I need to configure or disable. X is doing what it's supposed to do. Linux is doing what it's supposed to do. If you're adventurous while waiting on a definitive answer, check if it's kscreen.
