[opensuse-factory] have `zypper up` and such run with nice of 19?

I reject that suggestion. If you have something that is IO-bound, should you not, at the _very least_ be setting IO priorities, not nudge process priorities with nicing requests. That's like eating a fish (whole) with a toothpick.
