/var/lock is tmpfs and looks like nothing makes /var/lock/subsys which is used by (at least) /etc/init.d/syslog to detect whether earlysyslog has been run already for instance. There may be other structural directories missing. The messages appear on console, but are easiest seen if you boot into runlevel 2, very easy to miss on 5 especially with preload errors.
