I do not know what plasma-pk-updates is. If as name suggests it calls PackageKit - PackageKit zypper plugin knows to use equivalent of "zypper dup" on Tumbleweed. I have two Tumbleweed VMs - with GNOME and KDE - and both are using whatever default native software/update programs are installed. Both call PK at the end. Both work. The difference is - zypper offers better interactive problem resolution possibilities, while PK frontends will probably fail right away. I cannot recall this though recently. So in my experience PackageKit is pretty usable on TW, but there may be occasional need to use "zypper dup" to manually resolve dependency issues.
Anything else?

PackageKit with both the DNF and Zypp backends will automatically switch to distro-sync (distribution-upgrade/dup) mode on Tumbleweed. That's been the case since PackageKit 1.2.0 for Zypper and PackageKit 1.2.3 for DNF. Just tried the last update with the KDE updater, the log gives: 2021-12-06 22:29:50|command|root@X1E|'/usr/libexec/packagekitd'| (as compared to 2021-12-04 12:03:53|command|root@X1E|'zypper' 'dup' '-l'| when using zypper) Unfortunately it is not more verbose to verify the the use of dup...
