I looked at the spec files, and according to them KDE 3 support is available but openSUSE is building without it for openSUSE versions after 11.1. So it has nothing to do with libreoffice removing features, it is a packaging decision by whoever is in charge of packaging libreoffice for openSUSE (it looks like Andi N Kleen was the one who did this). It also seems to be related to some bugs related to the KDE 3 file picker:

Lubos Lunak fixed bugs.
